Come on city! Time to be a little more proactive! There is dumping under most of the underpasses in this neighborhood on a regular basis. The cost of lighting, cameras and enforcement pales in the long term costs of continual pick up and disposal fees.
I know there's a camera by the underpass on 30th (near MLK). Apparently these cameras are completely worthless as nightly dumping occurs here too. This makes me cynical every time a municipality installs cams or has a new $$ program like Oakland's new LED streetlights. These devices don't make arrests or give a damn. Municipalities only install effective deterrent where they can generate revenue like red light cams or Muni's bus cameras which record bus stop/lane parkers while the cameras inside the bus which can reduce crime are either broken or ineffective.
I have to walk by this crap every day and it's disgusting. City cleans it up and the same people come back that very night and dump. Also, The same person dumps 10-20 garbage bags at the same location at the end in front of the black steel fence/apartment house every week!
Give the homeless guys there disposable cameras & pay them $10 for every license plate they get of a dumper. Brighter lights. Motion capture cameras with signs saying the area is under surveillance and the fine for dumping. OPD is too busy but why not have a single code enforcement officer stake out the location one or two nights?
And I've spoken to many City officials who have said there is no way to enforce the fines for dumping. I thought make it an incentive for folks to report the crime take pictures of the license plates etc. They get a percentage of the fine fir instance And every time I was told there is no one to report it too.
